New Groups
Change and community growth can often come from small shoots, innovative thinking, very local initiatives or charismatic individuals 'on a mission'. Through this sort of activity society changes or develops.
By definition, emerging needs cannot be predicted. However it can often take many years for a group to arise from initial ideas and the identification of a need to floating off to an organisation in their own right.
