Changes in CRB checks and Vetting and Barring Scheme
Further to the recent publicity in the media about changes to the planned implementation of the Vetting and Barring Scheme, you may find it helpful to know what the effects of the Government announcement from June 15th will be.As a result of the Government's intention to remodel the Vetting and Barring Scheme (VBS), the ISA registration phase of the scheme has now been halted pending review and therefore will not launch on 26 July 2010.Although Registration under the scheme has been halted, the following existing arrangements under the scheme will continue:

- the Independent Safeguarding Authority (ISA) will continue to make independent barring decisions and to maintain two constantly updated lists, one for those barred from working with children, the other for those barred from working with vulnerable adults;
- it will remain a criminal offence for a barred person to work with vulnerable people
- employers are still legally obliged to refer information to the ISA if they have moved or removed an individual because they have harmed or there is a risk of harm to a member of a vulnerable group.
- existing requirements concerning Criminal Records Bureau (CRB) checks will remain in place, and those entitled to such checks can continue to apply for them; and
- CRB will still launch a new application form on 26 July 2010 as originally planned. Applications made to the CRB on the current form will no longer be accepted after July 20th 2010.
